Proclamation

 CITY OF BEAUMONT


Whereas, Alexander Vasilivich Makarov and Tatyana Makarov have dedicated their lives to the invisible children of Russia, the abandoned and orphaned; and 

Whereas, upon learning the government’s intentions to close Barskoe Gorodische Internaat Orphanage, for financial reasons, Alex and Tatyana chose to stand with the children. They purposed in their hearts to find a way to feed, clothe, and educate the children, if the government would pay the workers; and 

Whereas, to this end, from Tatyana digging in the potato field with her bare hands, to Alex developing a business partnership with Treasures of the Heart, Inc., a humanitarian aid organization based in Beaumont, Texas, their efforts have proven successful.  In an effort to strengthen this relationship, Alex taught himself the English language; and

Whereas, under the leadership of the Alex and Tatyana, Barskoe Gorodische’s facilities have risen from ruin and decay, to a beautifully restored home and school for these children. Vegetable farming, and livestock propagation, have risen to a level such that excess production now feeds additional orphanages.  Families from the surrounding village are asking to enroll their own children in the Barskoe School, and

NOW, THEREFORE, because of the common interest of the City of Beaumont and Treasures of the Heart, Inc. in the welfare of children all around the world, I, Evelyn M. Lord, Mayor of the City of Beaumont, do hereby recognize

"ALEXANDER VASILIVICH MAKAROV AND TATYANA MAKAROV "    

and applaud their efforts to feed, clothe, educate, and rear children in a healthy, loving atmosphere.

ACCORDINGLY, the Mayor has hereunto set her hand and caused the Seal of the City of Beaumont to be affixed.

We have been working with Director Alexander Vasilivich Makarov at Barskoe Gorodische since 1999.  When we first visited this orphanage in Suzdahl, Russia, it was cold, rat infested, inadequate sleeping conditions, and they were hungry.  The government was planning to close Barskoe, but Alex said he would care for the children if the government would pay his workers.  They agreed and God found our group to partner with Alex to provide for these children.
